Many years ago, my uncle used to give me Dutch tobacco he got from sailors from his homeland docking in Portland, Oregon. Indeed, cigs are highly taxed over there and loose tobacco is cheaper, but it's also a "purer" (harsher) smoke. Those folks love to smoke and they want it straight, no chaser (filter).
