This despite him being right about the gathering storm and without the steps he and the realists took pre Pearl Harbor, victory would have been down a tougher road. Neil shouldn't be so hard on himself. Chicago's Tea Party wasn't like the gun toting group loitering on the fringe of Obama's first innaugaration. They were more akin to Chicago Nazis. Or NIU student protesters in spring 1969. They took over an administration building one afternoon but walked out several hours later with no police in sight and no demands met.
